This is determined by the category of premises; depending on the category of premises, according to fire safety standards, a certain type of automatic fire extinguishing system is installed.

sprinkler(water) firefighting extinguishes fires using water. Through the pipes under high pressure Water is supplied and a fine spray extinguishes the fire. Such a fire extinguishing system will cost much more than a powder one.

Gas fire extinguishing suppresses fire by displacing oxygen with non-flammable gas. And, as we know, fire goes out without oxygen. The gas fire extinguishing system is installed mainly in small spaces, because gas equipment quite expensive. And if it is not possible to install another type of fire extinguishing system, for example, it is impossible to install it in a server room water fire extinguishing, because all computers/servers with important information will break.
